Bassam Barabandi
Bassam served for 14 years in the Syrian Foreign Service, including assignments in Beijing, New York, and Washington, DC. His work involved political negotiations, multilateral coordination, and direct engagement with U.S. government agencies, multilateral institutions, and international development actors.
Following his diplomatic service, he became an advisor to think tanks, civil society organizations, and development partners, providing analysis on governance, conflict dynamics, sanctions, and institutional frameworks across the MENA region.
He has supported initiatives in political transition, stabilization, humanitarian access, and community engagement, and has contributed to policy design for international institutions including the World Bank, UN agencies, and leading INGOs.
Bassam brings extensive experience in high-level negotiations, regional diplomacy, and state-society dynamics, offering deep insight into the political and institutional environments shaping development in the region.

Nidal Betare
Nidal Betare (Bitari) is a co-founder of People Demand Change, Inc. (PDC), an aid and development organization that operated across the Middle East and North Africa (MENA) from 2013 until its closure in 2025. At PDC, he established and led the Research, Monitoring, and Evaluation department, managing and co-managing 79 programs and contracts and training more than 300 researchers and enumerators in quantitative and qualitative data collection across Syria, Lebanon, Iraq, Yemen, Tunisia, Libya, and other countries.
Between 2015 and 2023, Mr. Betare co-managed Third-Party Monitoring (TPM) subcontracts for USAID-funded humanitarian projects in Syria, Libya, and Iraq. He also managed and co-managed multiple programs supporting Syrian civil society, funded by the U.S. Department of State, Global Affairs Canada (GAC), and several international NGOs.
In addition to his work with PDC, Mr. Betare has served as a freelance consultant, conducting infrastructure and governance assessments in conflict-affected areas, including Syria and Yemen. In 2023, he supported Ipsos in partnership with the World Bank Group by helping design research tools, training enumerators, and supervising data collection for damage assessments following the Syria–Turkey earthquake and Storm Daniel in Libya.
Mr. Betare holds a Master of Science in Measurement and Evaluation from the American University in Washington, DC, a Master of Arts in Political Sociology, and a Bachelor’s degree in Sociology from Damascus University. He is currently pursuing his PhD at the University of Exeter in the United Kingdom.
